Sparks legal department was not notified of pending code changes as required per our contract, nor were citizens who opposed TNR sent the requested email agenda updates. For several weeks prior to this City Council meeting I had provided accurate, detailed information about the reality of TNR, It was clear on the day of the meeting....... none of it had been understood. Council Member Ron Smith was overheard saying " he didn't know what a Feral cat was, Council Member Ratti offered the rationale that since the law was already being broken, the only solution was to codify the behavior. Now if we can just legalize drunk driving, ignoring speed limit signs maybe we can join hands and sing Kumbyah........Council Member Lawson did figure the animal rightist approach about wild horse management might apply here, but did not even try to make his case...........It was the most heartbreaking moment in Sparks City Council history. Council Member Bybee appeared stunned and lost on the agenda issue 9.4. She is newly elected, very bright, but new....
So if any readers are new to animal welfare, and wonder how this craps gets through, it's called
" neglect through indifference." In this case the Washoe County BCC has been told the problem for years and ignores, and I am hoping the Sparks City Council will do better.
The City Attorney made an excellent presentation, clarifying the impact on communities, the increase in Rabies and the violation of NRS abandonment laws. It fell on uneducated ears...... The Sparks City Council of 2015 acted against the advice of it own City Attorney, which will make them responsible when the damage is done. Any 4 year old would have asked how are you going to keep them ( the cat ladies ) in compliance with property rights, no...... a 3 year old would have asked that. The County presenters ( Shyann & Bobby ) were not sharp, ..... they sat there like two stumps and said, we are going to authorize a third party to dump cats in your neighborhoods...." hope your animal isn't infected in it's own yard" was NOT part of the conversation.

. I would suggest the " We're doing it, so you live with it group" understand the long term consequences of what they are doing. There are also the insidious anti-freeze folks, that's the real reason cat feeders don't want the public to know where the Colonies are......I spoke with an elected government TNR advocate this morning and she understood that " yes some cats are tortured, or poisoned, yes many are run over, but " I feel the good outweighs the bad"... I call that the Christ on a Cross thought process, some die that others live....... I believe in that, as applied in religion,or the military, not for unsuspecting cats, and the children &; domestic pets who will suffer as a result of this insanity. Thank God this cat escaped humane euthanasia, Good Job Cat Ladies.......
