"adoptions" are so high is a large Two Fur One promotion and the non-501c3"s pay no fee. That is a loss for the county coffers. There is no way to press for license fee income since the rescues have no requirement to provide the county with placement information. the animals just leave the shelter, for all anyone knows they could be living with hoarders with horrid conditions. Those of us reading this from Nevada have yet to deal with the non 501c3 types. See the comment under" Oreo's Powerpoint" for the interesting details....

The California Hayden Act of 98 states you only need to "present" yourself as a "rescue". The "rescues" also argue that Hayden forces the shelter to release any animal they want, including vicious ones. But the correct interpretation of the Hayden does not mean to put the public in jeopardy. Still, some dogs that should not be leaving the shelter are leaving. That makes me nervous. A request was made to the Rancho shelter awhile back asking for the names of the "rescues" and how many animals they are taking out. The official response is that they do not keep up with this info. Therefore they have no idea about who is what or legit or not. This is unacceptable. The Vincent Bill, at the same time as the Hayden, requires all shelters and all "rescues" to alter prior to adoption. It was done in the spirit of stopping "breeders" from replacing their breeding stock from the shelters. The AKC doesn't know the difference so the breeders were letting their bitches or studs die and selecting a similar one from the shelters. Rancho not keeping tabs on the rescues means possible violations of the Vincent Bill and breeders using "rescues" to acquire breeding stock. Some, most shelters have a contract requiring paperwork from the "rescues" on the altering and the addresses for licensing, NOT RANCHO. And if you check with the AKC kennel clubs you will see that they do "rescue" so put two and two together and see what you come up with.
