Burley Dog is serious about the homeless dog situation, mainly when does" homeless" begin to apply. That is a far more complex question than appears at first glance. Burley's down by the river, but far from "homeless".. at Oreo's we take a pragmatic view of life. The biggest issue for any animal is being " ownerless" Hobo's by the Truckee often have a stray that has fallen in with them, we call that " fostering by the river" . The dog's stay lasts so long as it works for the human. If that guy gets busted or hops a frieght to Chicago, the dog is ownerless again.
These dogs generally show up near a business , catch a bit of food where they can until the call goes out for AC to come get them. Usually there are several employees saying what a great dog, & how they wish they could keep it ...BUT..... Then NHS puts a story on Mark's blog telling everybody about the dog, and the dog usually passes quietly into place of obscurity shared with other ordinary strays. The last celebrity stray was not adopted and soon became just another dog at the pound. We don't know if NHS took it or not, our understanding was they lost interest as soon as the public did. No adopter, no transfer. I am kind of glad we don't know how it turned out. Most homeless people don't take their dogs to shelters, and there is a pretty good chance if they did try to turn it in, NHS would say it was a stray, and send them to WCRAS; who would be forced to decline because they don't take owner surrenders. Back to the river...
We ( Oreo's pack) believe an animal is "homeless " as soon as it's owner says it is, there are no contested divorces in the animal kingdom. when it is done for the owner, it is done for the pet. I have been unhappy since first reading the PSA; from the onset, it left that loop hole and it is wrong, it needs to be closed. When that owner stands in Washoe County and says " I am not keeping this animal" That is an owner surrender, and it is happening inside Washoe County. we are not suggesting our county drive to other areas to pick up strays ( although NHS loved Gabbs) , we are saying if the animal is abandoned in Washoe county; it is a Washoe county animal, at that point in time.

Does that relieve the owner of any damages the dog might do ? If the shelter turns the dog away the owner could face dumping if they did , in fact, go dump the dog or cat. At least that is what I think. But you are taking a moral high ground, that the shelter should do the responsible thing for the animal since the owner isn't ?
Set me straight if I have this wrong. NHS only takes owner surrenders? The County brings in and hold strays? And NHS can pull out from the County if they chose?

That's right, and we can pull from either side. I only pull from the County side right now, and we all have a heavy load. The county has no choice in how it handles dogs, it is not allowed to bundle them, but they catch crap for killing and they don't have a choice. Petharbor showed 193 dogs in NHS for today July 25. I didn't check the cats, I know it's bad. I am the other Rancho commenter
How many kennels at NHS for dogs? And how can you trust the numbers coming from NHS? Non profits are known for making themselves look good on paper because they are not subject to public records requests. What is in place to "keep them honest" with reporting, if anything? I just love the way these "no kill" followers think they aren't to blame for shelter deaths when they are turning pets away to face either shelter death or horrible suffering, then death, by being dumped. I say send them an invitation to witness the euthanasia of those they didn't take in and turned away. P.

Don't put animals in danger. This place is full, but it is full because of the way they choose to determine adoptabiliy. They are trying to run itlike a limited admission.
