Avanzino recommends picked up strays, without identification, should be turned over to rescues immediately, with the understanding that there will be a record kept of that animal that is placed in case they are reclaimed. The animal holding policy was put in place as a safety net,.
If a cat or dog comes in with identification, the shelter holds onto them for at least six days, but if the animal is not wearing identification nor has a microchip, the dog or cat should be immediately placed up for adoption, especially to the rescue groups. “Only 2% of cats in California and 25% of dogs are redeemed. This has not changed over the past ten years,” Avanzino said. “We are holding onto stray cats, particularly kittens during kitten season, by phenomenal numbers. ( author's note : this indicates how the movement fails to consider demographic differences )
Avanzino proposes that before rehoming an animal, a picture and description would be posted on the ACC websites and a record would be kept with the shelter of where that dog or cat was placed. If the owner does come forward to claim his pet within those six days, the new adopter has to surrender to the original owner. Probationary custody is not an uncommon concept; it is regularly exercised when adopting children. This practice would open up space in the shelter, plus the statistics are in the favor of the new adopter that reclaiming won’t happen.
“When a shelter is full, an owner who wants to surrender their pet should be refused,” Avanzino said. “The pet owner should assist in finding their animal a new home or they can be placed on a waitlist.” The owner should have the responsibility of holding onto their animal until room is available. If animals only come in that will get saved, a shelter would then operate in the true sense of the word, as a refuge.
Avanzino also suggests that animal control agencies prohibit taking owner surrenders if they’re at capacity. "There is no state requirement that animal control has to take in animal surrenders," Avanzino said.Avanzino advises that animal shelters should ban taking feral cats into shelters. Shelters should refuse taking in wildlife for the purpose of killing it.

Avanzino has gone completely bonkers as the world he wanted to create falls down around his feet. This is an attempt to destroy Animal Control as an effective part of public safety and fill the world with " adoption centers " while leaving helpless animals on the street to fend for themselves........How dare they, how inhumane and cruel to turn these animals away.
Make no mistake it creeps in on the cats feet of TNR and " Help Desks" it uses the guise of returning in the field. Returning in the field can be a good thing if it's not manipulated into keeping the intake numbers down, that is where it usually evolves to........
Please, please, for the love of the animals caught in this nightmare, watch the video, really listen to what Rich is saying.where does he think these turned away animals will go ? I can tell you; they will be left in the backyard when the house is foreclosed on, the TNR cats become "roadkill" and our numbers will absolutely shine. Is that what we want ? Admiration for lying ?? This sick desperation to save face on the backs of innocent animals must be called out for what it is.
Our Animal Control is not for sale, our animals have a right to be protected along with our citizens... Please wade through the first 6 minutes of smooth talking to hear what the " nice man" is really saying........

Oreo, isn't it a bear that we all pull from NHS which makes them look successful and they get all the money ? I am so disgusted with Maddies Fund. All they have to do is follow financials to know who would best use the money to control animal overpopulation.
No offense to Becky but she is just a satelite for NHS and she got $100,000, at least over here we do pull some from AC when Bonney doesn't ram cats down our throats. I hope someone tells Barry that it's alright to take candy from a stranger, but don't get to close to his truck.

@ my lovey wife, you're the reason I should never read blogs at work. The scuttlebutt is everywhere at NHS and very low key. Now maybe that was just Saturday because nobody was really there. The new man at AC is smart, but doesn't know which players are good and bad. Money's tight and he's clueless about blood money. I see his boss around, Bobby hates his guts. That means the agency should be in good hands :) Almost broke my own rule and took a picture Saturday, but thought it over. Not worth the risk. Good piece Oreo, the biggest threat to our AC right now is financial influence. Oreo, are they going to act on the cats stuck in the oven back there ? Nice job 120 and ringworm, that's a good life. I don't think they even have air exchange going back in that building. I'm not one of the trusted few cat hoarders allowec back there.
I don't think most shelters can hold six days. All will hold as long as feasible after the stray hold is up, but mandatory 6 days is nuts.
That is some scary stuff. Where are the people supposed to take the animal. I understand they think it's fine to dump a cat, but leaving a dog in an empty house ? What does he expect people who have lost their income or homes to do.
@Solitude, and anybody else who's here..It is very SCARY STUFF. They can no longer even try to appear rational, the abnormal has become normal to them. This is their world view and they cannot go into the the black hole where these animals will be abandoned. Animal Contol has to stand up and say NO........Where is Nancy Regan when you need her ? I know how the system works, the politicians are dictating policy and the lack experience, but the public needs to get more involved. It is not just about save the babies, it's about Animal Care And Control.

You and Chap took a page from the same book. One thing that stands out in what you post here is the thoughts about the adopter.
According to Maddie's Fund it is ethical to throw this unsuspecting adopter under the bus if the owner shows up. Nobody would knowingly adopt a pet that could be ripped from their arms 6 days later. I can here the children screaming from here. Are they insane, yes they are insane. Who would participate in that kind of " open adoption" What would the owner do with a neutered show dog ? Can't release them intact in our state, so now we are going to surgically alter an owned animal and give it away, on intake.

Well maybe Mr. Rogers could take some lessons from this guy. There's some stuff on there we haven't tried yet.I like the don't take em' unless they are adoptable. That will cut back on people bringing the ugly ones in. I'm surprised Rogers hasn't tried that.
The more I read this, the more it looks like an unfunded CAPA coming through the back door. Like all ideas from the No Nill Equation this one allows no way to implement these changes. Ideas, no money, just ideas.
@ groomer, It is an unfunded mandate.... these jokers are full of them. An open intake shelter can take in 75 dogs a day easily, now they are supposed to track them ( using staff time ) after they are vetted and given away to people. Or do we just throw them out with out any testing or permission. It's so crazy. It's making me crazy.......There I said, this stuff drives me nuts.
So basically cut down on field pick ups, and give strays to "rescues" immediately. Who is bringing in the strays? I guess I have seen way to many headlines lately of rescues gone bad, but it just seems this is a quicker way to go downhill. How long will it take those favored rescuers to just email in a picture of a stray & bring it on in for free vetting?
Who is going to hold liability insurance for what could happen to a stray while in the hands of an overwhelmed rescuer? Or, who will be liable when an aggressive dog gets turned around quickly & attacks when it gets to its foster home?
OMG...you are so on target !!!The shelters are totally dependent on rescues for their " numbers" which means they don't regulate the " rescues" because they need them to keep the spin going.
That's bizzare. It's clear on the video that he has no idea how out of touch he sounds. I would invite them to come up north here and try out a few of those ideas. We don't take Maddie's money I was going to try to change my commissions mind. Thank you for stopping me. Our shelter is in severe need of money and it's hard to not take whats offered, but that is not a grant, it's a bribe. Still fighting TNR and plan on making that never happening my goal.

In our part of the world we are hearing rumors of big changes your way. Long overdue. Our model is extremely sucessful and not totally burdened with overzealous volunteers. One cannot have an animal control run like an adoption agency, it's a recipe for disaster and the crazy people promoting such a thing spend no time in the kennel area. Keep up the good work Orea, and thank you for not going down the road of anonymous comments. All of these " deep throat" types have nothing to offer. I used to get them on my blog and they never had any information, only a false sense of importance. I will be in Reno next week, please have that institutional hoarding house cleaned up and our protocol in place. Velvet will be coming, can she stay in your "guest suite"

@ Greta, we would be happy to let Velvet spend the day in our shaded area. I will set up the little blue pool and she will be fine. Being completed shaded the highest it gets, even on 100 degree days, is 75 and with the pool it will be more than comfortable. To hot to take her for walks but she will be fine in a 30x30 area. The cherries have all gone now, the that mess is over.
Even though I volunteer, I don't believe in " volunteer rights" and don't think WCRAS should put anything in place yet.
It was not a huge turnout for the event. I wanted to approach Brode and tell him what a great job he's doing, but I had to leave before Tom did. The money is a bailout, and NHS will go through that in about 5 month's max. Did you know that right after Charlottesville got their money their board gave Kogut the heave-ho? Little inside info from my cousin who lives there. Susan was not being able to keep up the spin. It won't be long until they are all under Winograd's bus. No Kill and open admission will not work. Even with us we have some somes 2 or 3 years, only by restricting intake can we keep up.
